Description: During Bill Completion application performs true up and extends Net Metering Services by creating new sub SA and linking it to master SA or cancels true up monitor.

During Bill Segment Creation/FT Freezing or Bill Segment Cancellation/FT Freezing application reverse true up if true up process has been already performed.
